Dr.
Shashikant Gupta
Shashi Gupta is President and co-founder of Apex CoVantage. He has overall
responsibility for the company's performance and strategic direction, and was
the principal architect of many essential methodologies and technologies used
by the company today. An expert in network modeling, process optimization,
digitization, data management and quality control, he has helped dozens of
corporations and governments design and implement highly-accurate and
highly-dependable engineering, electronic publishing, geospatial, and business
process outsourcing solutions. Prior to founding Apex CoVantage, Dr. Gupta was
a consultant to the US Government on strategic issues related to nuclear waste
disposal. He holds an MBA and a Ph.D. from Michigan State University.

Margaret
Boryczka
Margaret Boryczka is Executive Vice President and co-founder of Apex CoVantage.
She is responsible for managing all the company's operations, including its
production facilities in India. An
expert in computer modeling, process optimization, data management and quality
control, Ms. Boryczka has extensive experience working with governments,
corporations and non-profit entities. Prior to founding Apex CoVantage, she was
a consultant to the US Government on nuclear waste management issues, and her
perspectives on computer modeling for public policy purposes were widely
published. She has a BA in Political Science from the University of Texas at
San Antonio and MA in Political Science from the University of Michigan.

James Frinzi
James Frinzi is Senior Vice President of Business Development & Strategy. In this role, Mr. Frinzi’s main focus is to grow the services of the company through strategic alliances and acquisitions. Mr. Frinzi has more than ten years experience of business development, international business, channel development, and acquisition development. Mr. Frinzi was previously with Apex as Vice President of Business Development and in this position he introduced the company to the telecommunications industry by securing a contract with a major provider of voice, video and data services. Previously, Mr. Frinzi was Chief Executive Officer at Frindar Megasoft International which offered integrated engineering services to Telecom customers. Prior to re-joining Apex, he was CEO of Barton Creek Technologies where he developed key technologies for the global telecommunications market. Mr. Frinzi is a member of numerous industry associations and has contributed to and authored several articles. Mr. Frinzi is also credited as the inventor on two patents.

Greg Retzer
Greg Retzer is President of Apex CoVantage’s Engineering Solutions division, and is responsible for strategic direction, client management, new business development and performance management of engineering services worldwide. While in the position of Vice President of Engineering Solutions, Mr. Retzer was instrumental in dramatically expanding Apex’s engineering work in the telecom, electric and rail markets where the division added new business for over 3,000 employees. Mr. Retzer has previously held roles as Director at Outsource Partners International, Vice President of North American Operations for QC Data, and is a past board member for AltaLIS. Mr. Retzer holds a BSc. Degree from the University of Calgary, and a MBA degree from Georgia State University. He has participated in various executive management courses, and is a member of the Project Management Institute (PMI), the International Association of Outsource Professionals (IAOP) and the Geospatial Information & Technology Association (GITA).

John J. Mueller
Jack Mueller is Executive Director and Senior Management Advisor of Apex CoVantage. He is a recognized expert in the areas of telecommunications and corporate governance, having spent 23 years at Cincinnati Bell Inc., including as President, Cincinnati Bell Telephone Company and as President and CEO of Cincinnati Bell’s directory business. Since then, Mr. Mueller has served as CEO of Valor Communications Group, Inc. (NYSE: VCG), as CEO of Connexion Technologies, and as a senior consultant to Windstream Corporation (NYSE: WIN), an S&P 500 telecommunications company. Mr. Mueller is currently a Managing Partner of Timmaron Capital Advisors and sits on the Board of Centennial Communications Corporation (NASDAQ: CYCL), a provider of regional wireless and integrated communications services.

Edwards
Jim Edwards is Chairman of the Board and CEO (Emeritus) of Apex CoVantage.
Prior to joining Apex CoVantage, Mr. Edwards was the Chairman and CEO of ICF
Kaiser Engineers (ICF). His career at ICF began in 1974 when the company had
just 10 employees. Under his guidance, ICF grew into a publicly traded company
with annual revenues of $1.3 billion, a staff of 8,000, and 80 worldwide
offices. Prior to joining ICF, he worked for the Kenyan Government and the US
Government in various capacities, concluding his government career as a member
of the White House Office of Management and Budget staff. Mr. Edwards is a
Trustee (Emeritus) of the Folger Shakespeare Library and holds an MBA from
Harvard Business School, where he graduated with high distinction as a George
F. Baker Scholar.

David
Seaman
David Seaman is a member of the Apex CoVantage Board of Directors and a recognized expert in the area of electronic publishing. From 1992 until 2002 he served as the founding Director of the Electronic Text Center at the University of Virginia Library, attracting major grants from the National Endowment for the Humanities, the Andrew Mellon Foundation, and the National Science Foundation. Mr. Seaman is now serving as Executive Director of the Digital Library Federation, a consortium of 40 libraries and related agencies pioneering new digital technologies to extend their collections and services. He also serves on the boards of the Bibliographical Society of the University of Virginia and the Retirement Series of the Papers of Thomas Jefferson. Mr. Seaman holds an MA in Medieval Studies from the University of Connecticut.
